Dhami Cabinet Approves Key Decisions on UPNAL Employees, Health, Energy and Cooperative Policy

In a cabinet meeting chaired by Chief Minister Pushkar Singh Dhami, several important proposals related to social, economic, health, energy and employee welfare were approved.
Key Decisions:
1. Equal Pay for Equal Work for UPNAL Employees:* Cabinet agreed to implement it in phases. Phase-1 covers employees appointed before 1 Jan 2016. Phase-2 will cover those appointed between 1 Jan 2016 to 12 Nov 2018. Phase-3, for employees appointed from 13 Nov 2018 to 15 Oct 2024, will start from 1 April 2027. Employees working since before 1 Jan 2016 will also get minimum wages and DA benefits. A separate committee will be formed for adjustment of surplus staff to resolve the artificial break issue.
2. Uttarakhand State Cooperative Policy-2026:
In line with National Cooperative Policy-2025, the state policy was approved to make cooperatives more transparent, tech-enabled, professional and financially strong, with focus on value chain in agriculture, women and youth empowerment, employment, financial inclusion and migration-hit areas through seven strategic missions.
3. Health Sector: Cabinet approved formation of Uttarakhand Medical Supplies Corporation for timely and transparent procurement of medicines, surgicals and implants. One acre of land of Govt Medical College, Haridwar will be given on 99-year lease to set up a branch of National Centre for Disease Control (NCDC).
4. Energy Security: Approved purchase of 1320 MW coal-based power from lowest bidder Adani Power Ltd at Rs 5.746 per unit for 25 years to ensure reliable base-load supply. UPCL has been authorized to complete agreements and regulatory approvals.
5. Other Major Decisions:
– Statues of martyred soldiers to be installed in their native villages.
– 116 houses at Kathbangla to be allotted to selected families of Rispana riverbank slum in Dehradun.
– Dedicated cell for ex-Agniveers to help them get benefits of state schemes; 6 contractual posts sanctioned.
– Uttarakhand Abadi Survey and Record Operation Rules-2026 approved for modernization of land records using GIS.
– Technical amendment in pay matrix of govt employees, new service rules for health statistical cadre, promotion rules for Deputy Jailor, Lokayukta Search Committee rules, service transfer of Seeds & Tarai Development Corporation employees, creation of 94 temporary posts under UUSDA restructuring, stamp duty exemption for gift deed to Antyodaya Foundation for hospice care centre for cancer patients, and Uttaranchal University Statutes-2026 also approved.
