Demand for 5 th Schedule gains momentum. Activists discuss this pivotal issue in New Delhi

The demand for including Uttarakhand under the 5 th Schedule is gaining momentum and even opposition political parties have started moving this issue on relevant forums. The vociferous leader of the Youth in Uttarakhand fighting for the rights if the students and youths Bobby Pawar has held a special press conference and demanded that zuttarakhand be included under the fifth schedule of the constitution.

There have been several seminars and protest demonstrations on this issue from Jantar Mantar Delhi to Dehradun to Haldwani to Almora , Bageshwar etc to exert pressure on the centre and state government of Uttarakhand ruled by the BJP and to mobilise people towards this very genuine and relevant demand.

As a sequel to the successful ongoing efforts of Uttarakhand Ekta Manch a special training session of the Manch concluded in Delhi.

To preserve the Himalayan ecology and the indigenous culture of Uttarakhand, the Delhi-NCR Executive of the Uttarakhand Ekta Manch organized an important training session on the 5th Schedule and Tribal Status. Eminent speakers at the event strongly advocated this long pending demand urging the government to declare the mountainous regions of Uttarakhand as tribal areas, citing facts and constitutional provisions.

Forum convener Anoop Bisht, citing the Indian Constitution, historical Supreme Court rulings, and laws dating back to 1815, said that re-implementing tribal status in the mountains is the need of the hour. He added that considering Uttarakhand’s geographical and social conditions, declaring it a tribal area is the only credible option to save the Himalayas.

Legal expert Abha Thapiyal, citing the caste census of 1874 and evidence from renowned historians, clarified that historically the people of the hills belonged to the tribal category.

Delhi President Mahendra Singh Rawat said, “When the indigenous people of all Himalayan states have tribal status, why this discrimination against Uttarakhand?”
Forum advisor Nishant Rauthan said that if the fragile environment of the Himalayas is to be saved, the government should immediately implement the 5th Schedule in the mountainous regions of Uttarakhand.
The training session ended with tremendous success as the participants could grasp lot of important aspect of the issue to be further disseminated among the people of Uttarakhand for furtherance of this noble cause more credubly in Uttarakhand and elsewhere.

दिल्ली में ‘उत्तराखंड एकता मंच’ का विशेष प्रशिक्षण सत्र संपन्न।
हिमालयी पारिस्थितिकी और उत्तराखंड की मूल संस्कृति के संरक्षण हेतु ‘उत्तराखंड एकता मंच’ की दिल्ली-एनसीआर कार्यकारिणी द्वारा ‘5th शेड्यूल और ट्राइबल स्टेटस’ पर एक महत्वपूर्ण प्रशिक्षण सत्र का आयोजन किया गया। कार्यक्रम में प्रबुद्ध वक्ताओं ने तथ्यों और संवैधानिक प्रावधानों के साथ उत्तराखंड के पर्वतीय क्षेत्रों को जनजातीय क्षेत्र घोषित करने की पुरजोर वकालत की।

मंच के संयोजक अनूप बिष्ट ने भारत के संविधान, सुप्रीम कोर्ट के ऐतिहासिक आदेशों और 1815 से अब तक के कानूनों का हवाला देते हुए कहा कि पहाड़ में पुन: ‘ट्राइब स्टेटस’ (Tribe Status) लागू करना समय की मांग है। उन्होंने कहा कि उत्तराखंड की भौगोलिक और सामाजिक परिस्थितियों को देखते हुए इसे ट्राइबल क्षेत्र घोषित करना ही हिमालय को बचाने का एकमात्र विकल्प है।

कानूनी विशेषज्ञ आभा थपियाल ने 1874 की जातिगत जनगणना और प्रसिद्ध इतिहासकारों के प्रमाण प्रस्तुत करते हुए स्पष्ट किया कि ऐतिहासिक रूप से पहाड़ के लोग जनजातीय श्रेणी में ही आते थे।

दिल्ली अध्यक्ष महिंद्र सिंह रावत ने कहा, “जब सभी हिमालयी राज्यों के मूलनिवासियों को ट्राइब स्टेटस प्राप्त है, तो उत्तराखंड के साथ यह भेदभाव क्यों?”
मंच के सलाहकार निशांत रौथाण ने कहा कि यदि हिमालय के नाजुक पर्यावरण को बचाना है, तो सरकार को अविलंब उत्तराखंड के पर्वतीय क्षेत्रों में 5th शेड्यूल लागू करना चाहिए।
