The president of Uttarakhand Kranti Dal Surendra Kukreti has appointed the leading thinker, intellectual and movement activist Dr. Shaktishali Kaparwan has the patrin of the central executive committee of the party. After his nomination everyone in the regional party are lauding this decision of the UKD chief Mr. Kukreti and have realised their faith and confidence in his efficient leadership.

Dr. Kaparvan has been the central patron of the party since 2016 and has been established as a strong ideological pillar in the top leadership of Uttarakhand Kranti Dal.
His entire life has been dedicated to the identity, self-respect and separate statehood movement of Uttarakhand.

Dr. Kaparvan started actively participating in the Uttarakhand statehood movement in 1973, right from his student days.

During that period, the state movement was conducted through the Uttarakhand State Council.
During 1974–75, he was the convener of the youth wing of the Uttarakhand State Council and gave a new direction to the movement by organizing the youth.

After this, Bharatiya Uttarakhand Vahini was formed in Lansdowne under the chairmanship of Dr. Kaparvan, which provided organizational strength to the movement.

With the establishment of the Uttarakhand Kranti Dal in 1979, the movement reached a decisive political stage.
In 1986, when the respected Shri Kashi Singh Airi became the president of the party, then Dr. Kaparvan ji took a historic decision and merged Bharatiya Uttarakhand Vahini with Uttarakhand Kranti Dal and himself played an important role as the Central General Secretary of the party.

The entire cadre of Uttarakhand Kranti Dal evaluates Dr. Shaktisheel Kaparvan’s struggle, ideas, and dedication are an invaluable asset to Uttarakhand’s people’s movement. His guidance continues to inspire the Uttarakhand Kranti Dal.
