AFTER MASSIVE RALLY DEMANDING CONCRETE LAND ACT UTTARAKHAND CM DHAMI PASSES ORDERS NOT ALLOWING SALE OF AGRICULTURE AND HORTICULTURE LAND TO OUTSIDERS
AFTER a massive protest demonstration and rally in Dehradun by a cross section of the people demanding a Concrete land act and 1950 being the base year to grant ” MOOL NIWAS PRAMAAN PATRA” , etc the BJP led government in Uttarakhand seems to have been been shaken from the ground with chief minister Pushkar Singh Dhami forming a five member board under the leadership of additional chief secretary Radha Raturi to finally review the draft submitted to him by the committee led by former chief secretary Subhash Kumar with 23 suggestions appointed at his behest in 2022.
The chief minister Pushkar Singh Dhami has also issued orders not to allow the people of other states to buy land for agriculture and horticulture purposes till the five member board led by additional chief secretary Radha Raturi reviews the draft of the land act committee submitted to her by former Chief Secretary of Uttarakhand Subhash Kumar.
However, the chief minister Pushkar Singh Dhami’s statement didn’t clarify whether the sale of land in Uttarakhand for tourism industry or smal industries etc after lifting of ceiling on 12.5 acres of land during the former chief minister Trivendra Singh Rawat’s will continue ?
There are reports that after the ceiling on 12.5 acres land was lifted by Trivendra Singh Rawat while he was CM, more than forty percent land in Uttarakhand have been allegedly purchased by outside businessmen and majority of the the land bought under the guise of building various projects as per set norms have not been executed.
Not only this but today in Uttarakhand after it attained separate statehood there have been more than thirty percent increase in outside voters despite the hard fact that more than ten lakhs even more electorates have migrated to other states and metropolises for want of jobs, health services and better education for their children since 2008. However, if we count the figures of migration from 2000 onwards till date it may go up by more than fifteen lakhs tentatively but the figure from the year year state attained separate identity till 2008 aren’t available.
This migration has also been within states, though. However, what is alarming is the fact that the plains of Uttarakhand like Udham Singh Nagar, Haridwar, Dehradun and Nainital witnessed maximum exodus of outsiders.
If we go through the statistics of Udham Singh Nagar the migration during the last 22 years to this town has been tremendous and 43 % people have added to the voters list which is beyond belief. In Dehradun, the state capital too the migration had been reportedly almost equivalent to Udham Singh Nagar with 41% voters adding to the latest voters list with 32% voters increased in Nainital.
This manifold increase in the voters number in Uttarakhand during the last 22 years, obviously of outsiders while more than ten lakhs people from Uttarakhand having been migrated outside since 2008 with 3600 villages becoming ghost villages clearly states that not only the maximum land in Uttarakhand is being bought by the outsiders including the rich and ultra rich under the guise of building industries , commercial buildings or houses but selling them at higher prices for residential purposes becoming colonizers throwing to winds the legal norms have now become the order of the day.
The demography of Uttarakhand is thus being disturbed and adversely affected resulting in Uttarakhandies compelling to demonstrate in the state capital few days ago registering their presence in thousands.
It may be recalled that while on the one hand lakhs of people have migrated within and outside Uttarakhand during the last 22 years, making 3600 villages as Ghost villages with not a single person living there on the other hand lakhs of outsiders have come to Uttarakhand with the state election Commission recording registration of about thirty five lakh voters unambiguously establishing the fact that Uttarakhand’s, demography is at stake and the day is not far when inhabitants of Kumaon, Garhwal, Jaunsaar etc origins will loose their cultural, linguistic and traditional identity and presence, dominated by the outsiders.
In a sense it’s indeed a, wake up call. The chief minister Uttarakhand has issued written directives to all the district magistrates of Uttarakhand to ensure that no outsider is allowed to buy land for agriculture and horticulture purpose in Uttarakhand till the Concrete land Act related report is finalised by a four member board under the stewardship of additional chief secretary of Uttarakhand Radha Raturi. But will the Concrete land Act wi really be implemented in Uttarakhand on the lines of Himachal Pradesh is anyone’s guess?
