Uttarakhand Raksha Morcha demands rights to buy land and property in Ukhand for those having 1950 domicile authorisation

As the elections are nearing in Uttarakhand regional political parties too are trying to make their presence felt in the Himalayan state, one such regional political outfit being Uttarakhand Raksha Morcha, which supports the prime minister Narendra Modi and his party at the national level, feeling satisfied from its point of view of the saffron party’s performance but it does not give credence to it’s leaders and the government in Uttarakhand as according to its President Dr. Vinod Bahuguna who has superannuated from govt job, they are vision less and not up to the mark as far as their performance is concerned hence at the state level Uttarakhand Raksha Morcha considers it as it political rival.

The Uttarakhand Raksha Morcha is against Love Jihad and the delimitation of Uttarakhand’s political constituencies on the basis of population highly apprehensive of losing the basic concept of Uttarakhand for which it was actually formed after so much of sacrifices. Uttarakhand Raksha Morcha was formed in 2012 and Mr. BS Negi a senior most retired officer of the rank of DIG was it’s president.

According to Dr. Vinod Bahuguna who has retired as DG ICFRC, chancellor FRI university and principal secretary ( Apex Scale) Govt of Tripura, he had opposed annexation of Haridwar with Uttarakhand, only favouring the Kumbh area, but unfortunately his point of view was not taken into account. The Uttarakhand Raksha Morcha is apprehensive that if the delimitation of Uttarakhand continues on population basis it’s demography will be adversely affected and after two decades the assembly seats of the hilly areas will be restricted to merely twenty five numbers dominated by the plains seats. The Uttarakhand Raksha Morcha demands delimitation of Uttarakhand on geographical basis rather than on population.

Policy and Vision document of Uttarakhand Raksha Morcha for next 5 years

According to it’s president Dr. Bahuguna, Uttarakhand Raksha Morcha was registered as the political party in Uttarakhand under the Peoples Representation Act. The party has its own constitution and has fought two Assembly Elections in the year 2012 and 2017.Uttarakhand Raksha Morcha has constituted its new working committee at the State and District level. The new President and other office bearers were elected as per the constitution of the party on 10th October.

The party stands by its election manifesto announced in the year 2017. However, the rapidly changing scenario in the state was discussed in its executive meeting and it was unanimously decided that before they launch a movement for the development of the state and other issues waging a relentless struggle against prevailing rampant corruption, unemployment among youth, due to the serious social strife and resentment developing among the people of the state including mismanagement of the governance, the very existence of Uttarakhand people and their culture as well as the parameters of carving out a separate state from Uttar Pradesh is in grave danger. He added that if corrective steps are not taken in unison by all political and socio-cultural organizations our existence as hill people will be finished in not too distant a future. It has therefore been decided to work on the following points:

There has been massive settlement of outsiders in a systematic manner with great planning to change the demographic pattern of the hills.

The Uttarakhand Raksha Morcha has witnessed ith that religious structures of the minority community are coming up arbitrarily in various parts of the hills and gradually an attempt is being made to create the communal tension.

Several cases of love jihads have come to their notice and it is feared that it is being done deliberately by settling people in small market places. It further alleged that lot of conversions are going on in the hills by luring the poor people. A peaceful movement with the active participation of mothers and sisters of Uttarakhand will be launched and all people and organizations will be invited says the Uttarakhand Raksha Morcha.

Second most important issue is enactment of transfer of property and land transfer so that the cultural identity of the Uttarakhand is ensured by preventing buying of land and property by the outsiders.

For this only persons with domicile of hills in 1950 should be allowed to buy land and personal property in hills. In other areas the cut off date should be the year 2001.

The delimitation of Assembly seats should have the additional criteria of geographic area apart from the population so that the numbers of seats in hill districts are not reduced.

For this the Uttarakhand Raksha Morcha will root for amending the relevant Act. This should have been done at the time of reorganization of the UP state bill and creation of Uttarakhand. Uttarakhand Raksha Morcha demands that till such time the Act is amended the delimitation process should be frozen.

One of the objectives of the party will be to promote emergence of a new young leaders of character and high moral value who could serve the people with honesty and dedication. URM is of The string opinion that the prevailing rampant corruption is because of poor moral values among the political class which is more focussed on capturing power for selfish gains and not to serve the people.

The focus of the party will be shift the state politics from power capturing to social and cultural strengthening of our rich heritage and political activities will be the by product of our movement.
URM will at the national level support all the good pro-people and nationalistic policies of the Central Government under Prime Minister Narendra Modi and support the action against elements who are destabilizing the nation’s progress and defence in league with foreign powers.

  1. URM was raised by Gen TPS Rawat in 2010, after he had inning each with Congress and BJP. Then I had also extended my personal support to Gen TPS, for in my knowledge he was most honest and visionary leader. His honesty and sincerity is well known in Uttarakhand. But he has always been ditched by his coterie. Party’s manifesto for 2012 assembly election was prepared by us, under the committee headed by Mr Bhargav Chandola, ex CEC for the state. I was a good will follower of Gen TPS and used to share my observation & views with him, that he appreciated after experiencing it for himself.
    After loosing the 2012 elections, he did introspection and had learnt the reasons, in other words endorsed my periodic observations prior to election.
    When he holding his first meeting on joining AAP, I was also summoned from Chandigarh. Meeting was held in AAP first and New office in Maukampur area. I was the only person who suggested alliance then amalgamation of URM to AAP, but then Mr S K Singh ex VC of HNBGU and his team supported amalgamation, and Gen TPS agreed.
    Gen TPS very lately realized that his master instruments in URM were the one who wanted to succeed him.
    Mr SS Pangti took over with PC Thapliyal as his Chief whip. His real supporter like Raghubir Singh Bisht also left him. Mr Rajender Bhandari & his so called TPS Brigade also left him.
    After running URM for some more time, PC Thapliyal, introduced himself as convener of URM in 2017. Mr SS Pangti gas perhaps assumed as URM president. Seeing poor following Pagti and Thapliyal aligned with UKD.
    Presently, Mr some Bahuguna is his President.
    In nutshell, URM has lost the very sanctity of its origin by having fallen into over ambitious members.
