THIS IS HOW THE BUREAUCRACY FUNCTIONS IN UTTARAKHAND. A hard fact.
The ministers in Uttarakhand government do not seem to be satisfied or happy, the way state administration is functioning with bureaucracy dominating, not caring to even decisions taken at the highest level of the government.
Though the Uttarakhand chief minister Pushkar Singh Dhami is making several announcements of various over ambitious projects trying to please and, appease all sections of the society, especially in view of the state elections round the corner, one outspoken minister of Women and Child welfare, in government of Uttarakhand is totally disenchanted with Bureaucracy deliberately functioning in a lackadaisical manner resulting in various schemes becoming non functional despite having been cleared by the government. The political analysts do not entirely blame the bureaucracy for this inaction saying that in view of massive announcements by chief Ministers of populist measures with the state already going in a fiscal deficit of Rs. 65 thousand crores, the state bureaucracy is nit in a mood to take the risk.
In a Facebook post the hugely annoyed Women and Child Welfare minister of Uttarakhand Rekha Arya has poured her anger writing in Hindi, the English version of which is as below : The government departments of Uttarakhand had to issue orders under the Chief Ministers Vatsalya Yojana to benefit the affected children. In this regard a high level meeting of all senior officers was held with the chief secretary on 9 th August, but sorry to say that despite this meeting, till date no administrative order have been issued in this regard, nor any officer of other concerned department have implemented this welfare scheme for the benefit of the affected underprivileged children and their hapless families at their end. I have written a letter to the chief secretary S. S. Sindhu for issuance of an ordinance and directives to the officers of other departments to implement the “children benefit scheme” in the state. I expect from the chief minister that he gets the ordinance/ administrative orders issued from other concerned departments in order to benefit the underprivileged children’s of the economically deprived sections of the society at the earliest wrote Rekha Arya in her post on social media.
In her strong letter to the chief secretary S. S. Sindhu, the minister of Women and Social Welfare, Uttarakhand Rekha Arya wrote on dated 9 th August, 2021, that a meeting was held with the chief secretary, Uttarakhand and secretaries of all the concerned departments to enforce and implement the “chief minister Vatsalya Yojana” for granting maintenance, free ration and other necessary amenities to the underprivileged children and their families. But on detailed enquiry, I have come to know that no action has been taken in this regard nor any administrative orders issued by the concerned departments to expedite the said scheme.
I held, another meeting with all the concerned officers but sorry to say that till date no action has been taken in this regard nor any administrative order to implement this scheme issued despite my repeated reminders. This is highly anguishing said the minister.
As far as her department is concerned Rekha Arya wrote that on her part her ministry has implemented this scheme and so far transferred the due amount into the bank accounts of such Underprivilged families.
I urge upon the chief secretary to immediately take sue moto of my letter and issue Adminstrative orders in this regard with clear cut instructions to all secretaries to implement this Child Welfare Scheme in the state forthwith wrote the Uttarakhand Women n Child welfare minister Rekha Arya.
The crux of the story is had the minister not taken cognisance of the negligence and written strongly to the chief secretary nothing would have happened time yet and people would not have been aware of the bureaucratic inaction in Uttarakhand. This is the sorry state of affairs in various departments of Uttarakhand where bureaucracy seems to have become non functional, not under the control of the politicians.
