SC three judge bench castigates the Biren Singh government for critical Manipur situation directing DGP Manipur to come with entire report and punish the guilty policemen who handed the women to rioters
While the all party delegation minus NDA comprising of 21 MPs have been back from strife torn Manipur with their fact finding report to be tabled in both the houses of parliament belonging to new opposition formation INDIA ( Indian National Developmental Inclusive Alliance ) after visiting Manipur’s various relief camps on 28 and 29 July, the Supreme Court of India has in its severe comments against the Manipur government said that there has been total breakdown of constitutional machinery in the riot torn state from May 3 rd till July as the state’s administration, police and the ruling political dispensation proved to be a mere spectator to the massive violence, destruction, loss of lives of the innocent people thus literary not existing any rule of law.
The three judge bench of the honourable supreme Court comprising of chief justice D. Y. Chandrachud, justices J. B. Pardiwala and Manoj Mishra while expressing their severe concern and anguish over the complete failure of law and order machinery in strife torn Manipur, came down heavily on the present chief minister Biren Singh led government saying that the state government’s status report clearly reveals apathetic attitude of law enforcing agencies in lodging FIR after tremendous delay, lethargic investigations and recording statements of the victims and culprits in very limited number of cases against registration of over 6,500 FIRs and naked parade of three women and their alleged rapes including torture.
According to news reports when the solicitor general Tushar Mahta came in support of the government saying that this delay happened due to the existing volatile situation and that the central government came into rapid action after the video became viral in social media, the SC bench said that it clearly states that the state government and administration including police was effect less and negligent for complete two months, the situation not even conducive to lodge FIRs.
The SC bench while taking an extremely serious view of what happened in Manipur during the last two months and the state government being negligent and totally apathetic with the entire constitutional machinery literary failing has summoned the DGP of Manipur to Court on Monday instructing him to take immediate strict punitive action against those policemen who had instead of protecting the two women handed them to the rioters thus enabling their stripping, naked parade resulting in their obnoxious rapes.
Meanwhile, the speaker of Lok Sabha has accorded the date of 8 th and 9 th August for discussion on No Confidence motion tabled in Lok Sabha by the MPs of ” Indian National Developmental Inclusive Alliance”, on Manipur Situation enabling the prime minister to speak on the critical Manipur situation.
After two days of discussion on the no Confidence motion it is believed that prime minister Narendra Modi will reply in detail on the no Confidence motion obviously speaking in detail on the Manipur situation, the main reason for which the INDIA has tabled the motion.
Though keeping in view the majority of the ruling political dispensation in Lok Sabha and manageable majority in Rajya Sabha as well, with opposition not having sufficient numbers the no confidence motion is bound to fell down, but the basic purpose of the ” Indian National Developmental Inclusive Alliance” Is to table this motion in order to compel PM to speak on the critical Manipur situation on which he was allegedly adamant till now, not to speak a word inside parliament, though having spoken on this s outside parliament.
