Memorandum sent to secretary environment by women activists complaining about making revenue land a dumping ground and allegedly illegal cutting of trees by Vishnugaad Pipalkoti Nirmaata Company

A video and few tweets showing some village women of chamoli district arranging fodder for their domestic animals, as usual, and being physically harrassed by women police officials and men policemen arguing with them n pressurising them to leave their bundles of grass with them with women refusing has gone viral in social media. Good number of men and women police personel including Uttarakhand police n forest guards etc are seen arguing and forcibly trying to compel the hapless women village folks leave behind their grass bundles collected by them after so much of pain and go home. The video also exhibits the hapless women crying and appealing the police not to do so, but in vain. What is awe ful about this incident is that it was the day of Harela festival symbolic of greenary and prosperity and the government of the state have been promoting Ghasiyaari Scheme for village women advertising it massively in Print and electronic media.

There have been tremendous opposition to the indifferent and malicious attitude of the police officials with the innocent women of Chamoli arranging fodder ( grass) for their domestic pets in social media with several tweets and the video going viral. However, the Chamoli Uttarakhand police has in one of its tweets said : On the request of the Gram Sabha Helang a play ground was being constructed for the children of the villages, which was duly approved by the Gram Pradhan and Sarpanch. But about 23 families of Gram Sabha Helang due to their vested interests are creating unnecessary bottlenecks. On the request of the administration the police had to intervene tweeted Chamoli Police, Uttarakhand.

No right thinking person of Uttarakhand especially the present political dispensation who made tall claims about promoting and encouraging the Ghasiyari Scheme giving big advertisements in newspapers including the CM assuring its success while launching it – would appreciate the malicious attitude of the police personel forcibly pressurising hapless village women to unload their cattles fodder with some crying and pleading helplessly with police not relenting. Meanwhile a memorandum was sent by few affected women of Helang Ghati Chamoli to the Secretary of Environment n forests, Govt of India accusing the Vishnugad Pipalkoti Nirmata Company for illegally cutting good number of forest trees and making the space as a dumping ground thus polluting the environment. It demanded immediate action against the culprits. In a memorandum the women environmental activists Mandeshwari Devi, Leela Devi, Jyoti Devi, Manisha, Deep Shikha and, Sangeeta has alleged that the above company has completely destroyed their “Charagah”, green pastures and about fifty men and women policemen including CISF personel have dragged women and forcibly took them in their jeeps for no fault of their. According to the memorandum they have earlier brought their plight ti the notice of the DM n SDM in this, regard but of bo avail. They urged the secretary of environment to immediately intervene in the matter failing which their will be compelled to resort to more protests and voluntary arrests as the company is not only polluting the environment by illegally cutting full grown up trees but is also making a dumping ground of its project. I have a point to make : In Uttarakhand and in entire himalayan states of the country the villagers are dependent on fodder collected from jungles for domestic animals as they are their primary, basic and only source of income and the world knows that jungles are the source of green grass and leaves to feed this pet animals. To gain political mileage tall claims were made by the present political dispensation under Ghasiyari Scheme but what now when they are in power again. Village women being Harrassed and threatened as if they are criminals with several policemen at their disposal. Shame ?

महोदय, हम लोग सीमान्त किसान है हमारी आजिविका पशुपालन व खेती पर निर्भर है हमारे पूर्वजो के द्वारा हमारी नाव भूमि के अलावा राजस्व वन भूमि में सघन रूप से वृक्षारोपण का कार्य किया हरा-भरा जंगल तैयार किया गया है हम लोग व आर्मी के द्वारा भी यहाँ वृक्षारोपण किया गया था,

टीचडीसी पीपलकोटी के द्वारा जिस स्थान पर पूर्व वनीकरण

किया गया था वहाँ खेल मैदान के नाम पर वन भूमि पर

अतिक्रमण किया जा रहा है, बिना हपान के तनु के २ पेड़, 3 अस्सॉर के, 6 भनेर और 5 लौदा बिना अनुमति के कार दिये गए हैं जब के अनुमति 10 खड़ीक के पैड़ों की थी. • इस स्थान पर पेड़ों को काट कर डाम्पंग जोन बनाया, जा रहा है जबकि वह चारागाह स्थान है और वन भूमि है. इनके द्वारा पैड़ों के कटान कर पर्यावरण को नुकसान पहुँचाया जा रहा हैं जो भविष्य में गंभीर खतरा होने

की चेतावनी है। • हमारे मवेशियों का इसी चारागाह मैदान से आपूर्ति होती है, तथा हमारा जीवन थापन भी मवेशियों पर निर्भर है।

इससे हमारे आर्थिक स्थिति पर भी असर पड़ेगा.
इससे आने वाली धूल-धवकड़ से हमारे व हमारे बच्चों, जवा नौं, बुजुर्ग व पशुओं के स्वास्थ्य पर प्रभाव पड़ेगा,

• तथा अंलकनंदा नदी से इस चारागाह की दूरी लगभग 60 मीटर तक है, ये डम्पिंग जोन बनायेंगे तो इनका पूरा मलवा अलकनंदा नदी में भी जायेगा, ये वायु प्रदूषण के साथ साथ जल प्रदूषण भी कर रहे है।

खेल मैदान के नाम पर पहले भी एक भूमि को नष्ट किया गया है इसका प्रत्यक्ष प्रमाण हमारे सामने है, • इस चारागाह पे हमारे तीन पीढ़ियों से मवेशियों को चारा लिया गया है, व पेड़-पौधे लगाये हैं. 3

इस विषय में हमने जिलाधिकारी उपजिलाधिकारी वार्ता तथा प्रार्थना पत्र से २ बार अवगत कर लिया है तथा मुख्य सचिव व मुख्यमंत्री मंत्रालय को प्रार्थना पत्र के माध्यम से सूचित कर दिया है परन्तु अभी तक इस पर उचित कार्यवाही नहीं हुई है।

महोदय इस प्रकरण में आप उच्च स्तरीय जांच कर हमें न्याय दिलाने की कृपा करेंगे यदि न्याय नहीं मिला तो हम इन पेड़ो की रक्षा के लिए जो भी हमसे हो पड़ेगा हम करने के लिए तैयार हैं, 1

आज दिनांक 15) Joll2022 कोTH.DC कंपनी द्वारा मकिंग लायी गई है और गाँव की महिलाओं को घसीट-घसीट कर गाड़ी में बैठाया गया है। इनके साथ 20-25 महिला पुलिस कर्मी CISF और 20-25 ही पुरुष पुलिस कर्मी आये हुए थे।

THIS कम्पनी द्वारा हमारे चारागाह को नष्ट तथा पेडो को दबाया गया है। कब उस स्थान पर 100 – 200 से ज्यादा पेड हैं तथा हमारे द्वारा आज कल में भी वृक्षारोपण किया गया था
