Letter of sanction of Rs 2 Lakhs from CM’s discretionary fund goes viral in social media ! WHY ?

An official letter from the office of District Magistrate of Pauri Garhwal sent to the Tehsildar is going viral in social media these days which shows that an application for sanction of Rs 2 Lakhs from the Uttarakhand chief minister’s discretionary fund submitted by Alka Devi wife of Rishi Kandwal has been duly accepted and the fund of Rs. Two lakhs released to her.

There is nothing special about this accept the fact that Alka Devi who is the beneficiary is the wife of the Vice chairman of Irrigation Advisory Committee, Rishi Kandwal who is holding the rank of state minister post.

However, the fact remains that Rishi Kandwal was nominated to the said state ministerial rank of Uttarakhand in the month of April and when the amount was sanctioned from the chief minister’s discretionary quota it was the month of November last when Rishi Kandwal wasn’t holding the present state minister’s rank.

It may be recalled that Rishi Kandwal was appointed as chairman of Uttarakhand’s Irrigation Advisory committee in the month of April, i.e. five or six months before his appointment to the state ministerial rank. People say that his influence must have led to his wife getting such a big amount sanctioned from the chief minister’s discretionary fund as financial support but it isn’t clear for what purpose this amount was given ?

There are hundreds of poor patients who are awaiting financial assistance from the chief minister’s discretionary fund in and outside the state for their treatment in crucial illnesses or surgeries of heart, brain etc but they fail to get the same in all cases.

Most of the poor parents of the patients run from pillar to post to acknowledge the fund for their treatment from CM discretionary quota or other needs of petty funds but they are denied or given after a long wait reveal sources.

However, the wife of the state ministerial rank holder Rishi Kandwal got Rs. Two lakhs as financial assistance for the reasons best known to her or Mr. Kandwal, who was later on elevated to the rank of a state minister.
