I & B ministry issues advisory forbidding cameras inside the tunnel and asks to be cautious and sensitive while reporting and taking pictures at SILKYARA Uttarkashi

The Information and broadcasting ministry has forbidden the television news channels and other agencies to fit cameras inside the tunnel to take photographs of those trapped inside the SILKYARA – Daandalgaon tunnel including sensationalising the issue and taking of the live posts/ videos from close proximity of the tunnel SITE where the rescue operation is underway to evacuate the 41 stuck in labourers inside the tunnel for the last nine days. In an advisory sent to all the private satellite channels by the Director of Information and Broadcasting Mr. Vrunda Manohar Desai on 21 No better with copies forwarded to Self Regulatory bodies of TV channels registered under the Cable Television Networks ( Regulation Act- 1995) , Association / bodies of Electronics media and Broadcast Sewa Portal – the I& B ministry has catagorically said that attention is invited to the rescue operations underway at the SILKYARA , Uttarakhand for safely rescuing 41 workers who are trapped inside the tunnel . Committed to save the precious lives of all the workers, various government agencies are tirelessly for the safe evacuation of the workers. The operation underway around the tunnel is if an extremely sensitive nature. The advisory adds that the telecast of the video footages and other pictures relating to the operations by the TV channels specially by placing cameras and other equipments in close proximity of the rescue operations site have the potential to adversely affect the ongoing operations. The advisory further adds : Having regard to the above television channels are advised to refrain from sensationalising the issue and frim undertaking any live/ posts videos frim close proximity of the tunnel site where the rescue operations bare underway and ensure that the human life saving activities by the various, agencies is in no way disrupted or disturbed by the very presence of the cameramen, reporters or equipments near or around the operation site. The advisory advises to be sensitive and cautious while reporting in the matter especially in putting out headlines, videos and images and take due care of the sensitive nature of operation, psychological status of the family members as well as the viewers in general mentioning that these instructions are being delivered after securing permission from the ministry of I& B.

सूचना और प्रसारण मंत्रालय ने टेलीविजन समाचार चैनलों और अन्य एजेंसियों को सिल्कयारा-दांदलगांव सुरंग के अंदर फंसे लोगों की तस्वीरें लेने के लिए सुरंग के अंदर कैमरे फिट करने से मना कर दिया है, साइट जहां पिछले नौ दिनों से सुरंग के अंदर फंसे 41 मजदूरों को निकालने के लिए रेस्क्यू ऑपरेशन चल रहा है। जिसमें मुद्दे को सनसनीखेज नहीं बनाना और सुरंग के नजदीक से लाइव पोस्ट/वीडियो नहीं लेना भी शामिल है।

सूचना और प्रसारण निदेशक श्री वृंदा मनोहर देसाई द्वारा सभी निजी उपग्रह चैनलों को 21 सितंबर को भेजी गई एक सलाह में, केबल टेलीविजन नेटवर्क (विनियमन अधिनियम- 1995) के तहत पंजीकृत टीवी चैनलों के स्व-नियामक निकायों को भेजी गई प्रतियों के साथ , एसोसिएशन इलेक्ट्रॉनिक्स मीडिया और ब्रॉडकास्ट सेवा पोर्टल के निकाय – सूचना और प्रसारण मंत्रालय ने स्पष्ट रूप से कहा है कि सुरंग के अंदर फंसे 41 श्रमिकों को सुरक्षित रूप से बचाने के लिए उत्तराखंड के सिल्क्यारा में चल रहे बचाव अभियान पर ध्यान आकर्षित किया जाता है। सभी श्रमिकों के बहुमूल्य जीवन को बचाने के लिए प्रतिबद्ध, विभिन्न सरकारी एजेंसियां ​​श्रमिकों की सुरक्षित निकासी के लिए अथक प्रयास कर रही हैं। सुरंग के आसपास चल रहा ऑपरेशन बेहद संवेदनशील प्रकृति का है. एडवाइजरी में कहा गया है कि टीवी चैनलों द्वारा विशेष रूप से बचाव अभियान स्थल के करीब कैमरे और अन्य उपकरण रखकर ऑपरेशन से संबंधित वीडियो फुटेज और अन्य तस्वीरों के प्रसारण से चल रहे ऑपरेशन पर प्रतिकूल प्रभाव पड़ने की संभावना है। एडवाइजरी में आगे कहा गया है: उपरोक्त को ध्यान में रखते हुए टेलीविजन चैनलों को सलाह दी जाती है कि वे इस मुद्दे को सनसनीखेज बनाने से बचें और सुरंग स्थल के करीब से कोई भी लाइव/वीडियो पोस्ट न करें, जहां बचाव अभियान चल रहा है और यह सुनिश्चित करें कि मानव जीवन बचाने की गतिविधियां जारी रहें। विभिन्न एजेंसियों को ऑपरेशन स्थल के पास या आसपास कैमरामैन, पत्रकारों या उपकरणों की उपस्थिति से किसी भी तरह से बाधित या परेशान नहीं किया जाता है। परामर्श में सलाह दी गई है कि मामले में रिपोर्टिंग करते समय संवेदनशील और सतर्क रहें, खासकर हेडलाइन, वीडियो और तस्वीरें डालते समय और ऑपरेशन की संवेदनशील प्रकृति, परिवार के सदस्यों के साथ-साथ दर्शकों की मनोवैज्ञानिक स्थिति का भी ध्यान रखें। एडवाइजरी में कहा गया की सूचना एवं प्रसारण मंत्रालय से अनुमति प्राप्त करने के बाद इसे वितरित किया जा रहा है।
