High level committee on anvil in Uttarakhand. RTPCR report mandatory to enter Uttarakhand
The Uttarakhand chief minister Pushkar Singh Dhami today reverted back on his earlier statement in which he had a day before said that there would be no need to show any RTPCR test report while entering Uttarakhand.
Today addressing media at his official residence the chief minister dramatically said that the RTPCR report is mandatory for everyone coming to Uttarakhand.
Earlier in a programme he had categorically declared that it would not be necessary in future and even senior officials of the government were conveyed about these directives.
He had while revoking his earlier orders of RTPCR report a day ago had made absolutely clear that those who had taken two doses of vaccination will be allowed with RTPCR test report not mandatory. But today he reverted back on his earlier statement making the RTPCR report mandatory as before.
Meanwhile, in another important decision, the chief minister has issued directives to the chief secretary to form a high level committee to submit a report on a strong n concrete Land reforms act, Population control proposal and Nazul land.
He added that the chief secretary Sandhu, who was earlier the chief of NHAI at the centre is an expert on these issues and has resolved several complex important matters while being the NHAI chief.
He also announced forming of a separate committee on Dewasthan Board and population control act in addition to land act which will be led by the chief secretary and submit its report at the earliest to formulate laws on these important burning issues.
It may be recalled that on “Bhu Kanoon” there had been tremendous campaign in social media with people demanding a concrete law on Uttarakhand land reforms on the lines of Himachal Pradesh and other Himalayan states, restricting outsiders to buy large tracts of land in Uttarakhand fearing their demographic change and land sharks n mafias dominating the Uttarakhand hills thus defeating the basic concept of separate Uttarakhand state for which so much sacrifices have been made.
During the chief ministership of Trivendra Singh Rawat, the ceiling of 12.5 acres land purchase was abolished giving free hand for buying as much land one can to establish industries in Uttarakhand inviting all round criticism whereas in Himachal Pradesh under Section 118 no outsider who is not an agriculturist is allowed but even an inch of agricultural land unless approved by the government.
Why did CM UK had to change his mind on RTPCR mandate. People are now highly trained to negotiate and keep personal safety. However what he has decided now must go strong on that. He cannot afford to project ficklemindddness like his predecessors did.
