The former chief minister of Uttarakhand and member of the highest decision making body of Congress the CWC Harish Rawat has said that the Uttarakhand chief minister should announce the special Hill allowance to the employees working in the distant interior difficult areas of Uttarakhand on the lines of the Rs. 200 allowance announced by the CM Pushkar Singh Bhandari for the home guards personnel.

Neither welcoming nor opposing that decision of the Uttarakhand CM Dhami to allocate Special allowance of Rs 200 to the Home Guard personnel employed in the distant interior’s difficult mountain areas of Uttarakhand former chief minister and veteran Congress leader Harish Rawat said that such distant interiors areas should be identified by the government and those government servants working in these areas including home guards should be accorded the special hill allowance.

Rawat said that when Uttarakhand wasn’t created as separate entity and the eight hill districts were under the jurisdiction of Uttar Pradesh then this special hill allowance used to be accorded to the government employees working in distant interiors of Uttarakhand.

Giving the context of Himachal Pradesh Harish Rawat said that the condition of Himachal Pradesh is different from Uttarakhand as there are not much difficult mountainous areas as are in Uttarakhand and the mountains there are not trivial or difficult as are in Uttarakhand being North and east facing than being south facing . However in Uttarakhand the mountains are south facing.

According to Harish Rawat those living in the south facing mountainous areas, terrains have to confront with most difficult ecological situation thus making their survival of such people working there immensely costlier compared to the residents or those working in difficult hill areas in the interiors in HP.

In view of this the government of Uttarakhand should introduce a new scheme or orders to accord special hill allowance to all those government employees working in the difficult mountain areas in Uttarakhand said former Uttarakhand CM Rawat in his social media post on FB and X.

मुख्यमंत्री जी ने पर्वतीय/दुर्गम क्षेत्रों में कार्यरत होमगार्ड्स के लोगों को ₹200 विशेष भत्ते के रूप में देने की बात कही है। मेरा एक सुझाव है ऐसे दुर्गम क्षेत्रों को आईडेंटिफाई करके यदि वहां कार्यरत सभी कर्मचारियों को जो उस क्षेत्र में रहते हैं, काम करते हैं उनको पर्वतीय विशेष भत्ता दिया जाए जो पहले उत्तर प्रदेश में आठ जिलों में कार्यरत कर्मचारियों को दिया जाता था। हिमाचल की स्थिति दूसरी है, वहां इतने दुर्गम पहाड़ नहीं हैं जितने दुर्गम पहाड़ उत्तराखंड में हैं और वहां जीवन इतना कठिन नहीं है क्योंकि वहां के पहाड़ जो हैं उत्तरोन्मुखी हैं और पूर्वोन्मुखी हैं, हमारे पहाड़ दक्षिणोन्मुखी हैं और ऐसे पहाड़ों में जलवायु आदि की कठिनाइयां लोगों को झेलनी पड़ती हैं। जीवन यापन का खर्च ज्यादा आता है तो यह कर्मचारी प्रोत्साहित होंगे, यदि उनको इस तरीके की कोई स्कीम हिल स्पेशल अलाउंस दिया जाए और ऐसे क्षेत्र एक अध्ययन के आधार पर आईडेंटिफाई कर लिए जाएं।
