Contentious Govt of NCT Delhi (Amendment) Bill tabled in Lok Sabha by HM today

The union home minister Amit Shah has today tabled the contentious Government of NCT Delhi ( Amendment) Bil in Lok Sabha which intends to accord the powers of the duly elected Delhi government to transfer officers and appoint chairman of the important posts of various commissions, boards and other statutory bodies to President and the Delhi’s Lt governor, especially after the apex court has in the month of May accorded Delhi government full powers to govern on bureaucracy and effect their transfers being a duly elected government with full constitutional authority. The said NCT of Delhi Amendment Bill will be duly passed in the Lok Sabha as the BJP led NDA has full majority with 353 seats against the little strength of less than 200 MPs in Lok Sabha. However, in Rajya Sabha the BJP led NDA will have to exercise some tough efforts, though will move ahead, probably as the BJP and its allies has the total strength of 1OI whereas the strength of the Indian National Developmental Inclusive Alliance is also 100. Now, the BJP will have to bank on some important regional parties like BJD, BSP, YSR Congress and Ruling regional party of Telangana, TRS. According to reliable sources while Biju Janata Dal has catagorically taken a stand to support the Delhi Bill tabled in Lok Sabha by Amit Shah issuing clear cut whip to its members to vote in favour of BJP led NDA , the Bahujan Samaj Party, though having not yet made its stand clear has announced about its Rajya Sabha members abstaining on the day of voting. However, the nine members of YSR Congress have also fallen in line with BJP led NDA ready to support it. There are reports that the Telangana ‘s ruling party TRS will vote against the Delhi amendment Bill having 7 MPs in Rajya Sabha. Recently the national convenor of AAP and Delhi CM had met Chandra Shekhar Rao, the Telangana CM and requested personally not to back the central bill to which the latter has formally agreed. Kindly recall that the Bill seeks to confer the final authority to the Delhi LG who will be all in all in the majority decision making exercises including transfers, postings and appointments of chairman of various commissions, boards and other important bodies if need be seeking confirmation from President. The key change in the bill is the modified section 45 D of the ordinance that gives final power to centre regarding appointments to statutory commissions and tribunals in NCT of Delhi including transfers of officers etc which now used to be done by Delhi CM though signed by LG. While introducing the Bill in Lok Sabha the home minister contradicted the opposition charges about contradicting the supreme Court judgement giving entire powers to Delhi government earlier. He said that the apex court has recognised the power of parliament and had already said that a law should be made in relation to services in Delhi. He catagorically said that the supreme Court had already said that a law can be made in Parliament regarding the NCT and therefore whatever objections are coming are all political. The Constitution has given the parliament the power to bring any law on Delhi state and we are therefore bringing it said Amit Shah in Lok Sabha.
