Bureaucratic tussle in Uttarakhand’s Culture department comes to fore

The increasing tussle due to levelling of charges of harrassment by the director of cultural department of Uttarakhand Beena Bhatt against the secretary and director general of department of Culture government of Uttarakhand has literally come to fore with the controversy appearing in the various media reports.

According to the latest news reports the director of the cultural department of Uttarakhand Beena Bhatt has levelled charges of alleged harrassment against the secretary of her department namely Dilip Jawalkar as well as the DG Anand Swaroop creating quite a flutter in Uttarakhand’s bureaucratic circles.

Not only this but despite her incessant harrasments and subsequent complaints an alleged enquiry was instituted against her, now to be handed over to an enquiry committee, leading to her further harassment.

According to news height, a letter sent to the additional chief secretary of government of Uttarakhand, Radha Raturi, the harrassed director of department of culture Beena Bhatt has charged these senior bureaucrats of Culture Department of Uttarakhand of harrassing her in order to allegedly grant favours to an acquaintance in granting tenders.

Narrating one of the incidents of alleged favouritism and subsequent harrasments Beena Bhatt said that when the name of one of their accquaintance didn’t appeared in the tender list, she was taken to task and her explanation sought.

She also complained about the secretary, Culture, allegedly delaying the file, related to her promotion for more than 2 n a half years. She further added that when her term for promotion came, an officer of additional secretary stature was appointed as the director general of culture department said director Beena Bhatt. Not only this but the grade of salary of the director general is even lesser than her, added Mrs Bhatt in her complaint letter to the deputy chief secretary Radha Bhatt.

Now both of them are allegedly harrasing her every now and then said Mrs Bhatt. Sources reveal that the matter is still lying in the honourable court as well.

The copies of the written complaint addressed to deputy chief secretary ( Personal) Radha Raturi has also been sent to the chief secretary Om Prakash and the chairperson of the Uttarakhand Women Commission. Reacting to the alleged charges of appointment the secretary Mr. Jawalkar said that it is the prerogative of the government as to who should be appointed as the Director General.

He added that he will appropriately respond to the questions of the administration as and when asked for. On the other hand Meena Bhatt said that she was constrained to write to the additional chief secretary about her plight as there was no other way out than to seek redressal from the government.
