Can a foreign citizen buy a land in Uttarakhand

There had been several complaints in the past about the outsiders buying large tracts of land for commercial purposes in Uttarakhand illegally. After tremendous media hype and public pressure the government was finally compelled to restrict the purchase of land to 250 square yards for outsiders implementing the Bhu Kanoon to ensure that the purchase of large tracts of commercial land by outsiders is restricted forthwith. Recently a unique matter has come to light about a woman from Spain, obviously a Spain citizen buying several bigas of land in Garhwal Uttarakhand. This matter came to light after the Spain citizen lady complained to the District Magistrate of Tehri Garhwal that a land owned by her in Khaadi Tipli area is subsiding , therefore the local administration should set right the situation. Now, the biggest question is how was the land sold to a woman with foreign citizenship and who was involved in the deal. The most pressing question is how did a woman from Spain buy land in Tehri? And if yes, then under what conditions was the land leased? If foreign nationals do positive work in Uttarakhand, they are welcome, but buying land in violation of the law raises many questions. If it is so easy for foreign citizens to buy land in Uttarakhand, how easy will it be for land mafias to grab it? Questioned Lusun Todariya a youth leader of Uttarakhand Kranti Dal. He said that his team is busy finding the details of the land bought by a foreign lady. He named one Gupta as a mediator in this deal. The point is how is it possible to sell land to foreigners in Uttarakhand ? And whether it is legally feasible to buy it being a citizen of a foreign country ?
