Seven murders in 16 days . Major reshuffle in police department in Uttarakhand

There have been at least seven diabolical murders in Dehradun, Haldwani and Rishikesh within the last sixteen days and the police department and the government especially the chief minister is being questioned , though the police have done its best to ensure that the criminals are banned and brought to justice in majority of these cases.
However, people are asking as to why is it that the police becomes efficient after the crime is committed. Why is it that the criminals have no terror in their mind of the police machinery nor of the law of the land.
Among these seven murders of diabolical nature, four are young girls and three males and majority of these killing took place in broad day light in a most gruesome way like slitting the throat, killing through pistol and thrashing the head with huge stones etc.
Never had earlier the crime graph gone up with such a speed as was the case during the last sixteen days in Uttarakhand.
What is important to note here is that all these murders have taken place in busy markets and in towns not in the interior villages.
This fact unambiguously indicates that the towns and cities of the Himalayan state have become the haven for the hardened criminals from other states and there is no check of the antecedents of these anti social elements.
