PROHIBITORY ORDERS IN CENTRAL, NEW AND NORTH DELHI DISTRICTS INCLUDING AT BORDER AREAS
The Delhi Police has imposed prohibitory orders in entire Delhi giving several reasons including elections in the neighbouring states, movement of VIPs and receiving informations that the general atmosphere in the national capital territory is sensitive from the law and order point of view due to various current issues like prevailing communal atmosphere in view of the proposed Wakf Amendment Bill and issue of Shashi Bhushan Shah in Sadar Bazaar area including politically surcharged issue of MCD standing committee elections and pending declaration of election results of DUSU.
The urgent order issued by the Delhi Police Commissioner categorically states that inputs have been received that the multiple organisations have given calls for holding and organising various events in the form of protest demonstrations and campaigns in the territory of Delhi in the first week of October.
The Delhi Police Commissioner’s order also enumerates that since there are elections in Jammu and Kashmir and Haryana which are vulnerable from its point of view the Delhi police would find it difficult to screen or check the untoward elements if any at the borders trying to cross them to and fro.
Moreover, the order is also very particular about the VVIP movement during the Gandhi Jayanthi in New Delhi and Central Delhi on 2nd October etc compelling Delhi police to be extra cautious.
In addition, the order states that in view of the aforesaid elections the pickets inhabited by migrants from the states may become particularly vulnerable on account of infiltration and instigation at the behest of anti social and elements having vested interests in creating public order disturbances in the national capital states the order.
Moreover the festival season like Dusshehra and Deepawali are also round the corner said the order.
In view of the above I the Delhi Police Commissioner Sanjay Arora in exercise of the powers conferred to the undersigned by virtue of the section 163 Bhartiya Nagrik Suraksha Sanhita 2023 ( BNSS) read with government of India ( Ministry of law and justice) do hereby make this written order in the District’s of North Delhi, New Delhi, Central Delhi apart from all police stations having territorial jurisdiction over the state borders of Delhi for a period of six days with effect from 30 September to 6 October ( both days inclusive) prohibiting congregation of five or more persons, dharnas, protest demonstrations , carrying of fire arms, play cards, swords, rods, lathis or any objectionable materials etc. failing which it will be strictly punishable under Section 223 of the Bhartiya Nyay Sanhita 2023 said the order.
It may be recalled that the Ladakh activist and Magsaysay award recipient Sonam Wangchu was to hold a protest demonstration at Jantar Mantar including the peaceful protest by Uttarakhandies to commemorate the victims of 1994 Mujaffarnagar episode and Uttarakhand Ekta Manch demanding inclusion of Uttarakhand under 5 th Schedule of the constitution on 2 nd October. Sinam Wangchu alongwith his colleagues is on 1000 kts padyatra from Ladakh to Jantar Mantar to demand inclusion of the union territory under sixth schedule of the constitution.
