Grant Constitutional Status to the Media — Official Fourth Pillar of Democracy: Vijay Shankar Chaturvedi’s Appeal to the President

New Delhi: The demand to grant constitutional recognition to the media as the official fourth pillar of democracy has gained fresh momentum. Senior journalist and President of the Accredited Journalists Association (Regd.), Vijay Shankar Chaturvedi, who is also the Editor of Rashtra Times, has written a detailed and reasoned letter to the Hon’ble President of India, urging immediate action in this regard.

In his letter, Mr. Chaturvedi stated that the Indian media — whether print, electronic, or digital — has always played a pivotal role in informing, educating, and empowering the public. “It holds the legislature, executive, and judiciary accountable, while promoting transparency, responsibility, and reform in society,” he said.

Citing the example of many nations where the media enjoys official constitutional status as the fourth pillar of democracy, he stressed that in India this recognition exists only in oral tradition. “The time has come to grant constitutional recognition to the media,” he wrote.

Mr. Chaturvedi further emphasised that denying the official role of the media weakens democracy. “If the judiciary, legislature, and executive are the three robust pillars of democracy, the media is the fourth — the one that balances and holds all others accountable. Without it, democracy will remain incomplete and fragile,” he said.

According to him, constitutional recognition will ensure freedom of expression and safety for journalists, strengthen press autonomy and credibility, enhance public trust in democratic institutions, and bring greater balance and transparency to the democratic framework.

Calling this “not merely the voice of journalists, but the demand of every citizen who believes in a free and fair democracy”, Mr. Chaturvedi urged the President to take a positive decision at the earliest, “thereby creating history.”

नई दिल्ली: मीडिया को लोकतंत्र का आधिकारिक चौथा स्तंभ घोषित कर संवैधानिक मान्यता देने की मांग एक बार फिर जोर पकड़ रही है। राष्ट्र टाइम्स के संपादक एवं President Accredited Journalists Association (Regd.) के अध्यक्ष विजय शंकर चतुर्वेदी ने इस संबंध में माननीय राष्ट्रपति महोदय को एक विस्तृत और तर्कपूर्ण पत्र लिखकर त्वरित कार्रवाई की अपील की है।

अपने पत्र में श्री चतुर्वेदी ने कहा कि भारतीय मीडिया — चाहे प्रिंट हो, इलेक्ट्रॉनिक हो या डिजिटल — हमेशा से जनता को जागरूक, शिक्षित और सशक्त बनाने का कार्य करता आया है। “यह विधायिका, कार्यपालिका और न्यायपालिका को जवाबदेह बनाता है और समाज में पारदर्शिता, उत्तरदायित्व और सुधार को बढ़ावा देता है,” उन्होंने लिखा।

उन्होंने उदाहरण देते हुए कहा कि दुनिया के कई देशों में मीडिया को लोकतंत्र का चौथा स्तंभ संवैधानिक रूप से मान्यता प्राप्त है, जबकि भारत में इसे केवल मौखिक परंपरा में ही यह दर्जा मिला हुआ है। “अब समय आ गया है कि मीडिया को संवैधानिक मान्यता दी जाए,” उन्होंने कहा।

श्री चतुर्वेदी ने जोर देकर कहा कि मीडिया की आधिकारिक भूमिका को नकारना लोकतंत्र को कमजोर करता है। “यदि न्यायपालिका, विधायिका और कार्यपालिका लोकतंत्र के तीन मजबूत स्तंभ हैं, तो मीडिया वह चौथा स्तंभ है जो इन्हें संतुलित और जवाबदेह रखता है। इसके बिना लोकतंत्र अधूरा और कमजोर हो जाएगा,” उन्होंने लिखा।

उनके अनुसार, संवैधानिक मान्यता मिलने से पत्रकारों की अभिव्यक्ति की स्वतंत्रता और सुरक्षा सुनिश्चित होगी, प्रेस की स्वायत्तता और विश्वसनीयता में वृद्धि होगी, जनता का लोकतांत्रिक संस्थाओं पर विश्वास और गहरा होगा, और लोकतांत्रिक ढांचे में संतुलन व पारदर्शिता आएगी।

उन्होंने कहा, “यह केवल पत्रकारों की आवाज़ नहीं है, बल्कि हर उस नागरिक की मांग है जो स्वतंत्र और निष्पक्ष लोकतंत्र में विश्वास रखता है।” श्री चतुर्वेदी ने राष्ट्रपति महोदय से इस विषय पर गंभीरता से विचार कर जल्द सकारात्मक निर्णय लेने की अपील की, “ताकि इतिहास रचा जा सके।”
